Can Kentucky really take over 141 gambling domains?

As the Kentucky state v Gambling industry fight goes on it has been suggested that an interpretation of the states gambling restrictions could allow the legal transfer of 141 domain names from their current owners. While the state is claiming this as a part victory it seems that none of the domains will be transferred until a detailed ruling is issued at the end of the trial.
This has literally sent shock waves through the gambling industry and thrown the industry into chaos. However, there are rumours that the gambling groups are about to throw in the heavy weights to fight their corner and use every rule in the book to ensure the full transfer just does not happen.
The longer this case goes on the more bizarre it becomes although more and more people are now moving towards some kind of conspiracy theory which involves the government from the top down. It has long been known that the authorities have sought control over these online businesses and when that did not happen they simply banned them. Is this move to take away the heart of their businesses part of a larger plot to push for affective control of the internet or a scare tactic to ward off the industry?
